Describe your Halloween celebration idea:
A pumpkin glow is a large display of carved/decorated pumpkins in the dark, lit by candles, flashlights, or strung lights (like those used on a Christmas tree).

What steps should be taken to organize this celebration?
Organize a group of people or families interested in producing a community or neighborhood pumpkin glow.

Find an appropriate spot where the pumpkins can be displayed, and get whatever permissions are necessary.

Pick a date or range of dates for the pumpkin glow to be on display.

Arrange for the carving of the pumpkins--each family or family member carves one, each of several families carve several, have a pumpkin carving party, etc.

If this is a community event, put up flyers or pass out leaflets notifying the community of the date(s) and time(s) for viewing the pumpkin display.

On the day of the display, arrange the pumpkins, add lights or candles, at the desginated spot.

Join your community to ooo and aaah over the display!

Additional comments:
You could make this a fundraiser by selling tickets to the pumpkin glow, or by charging each family to take part in the carving party. You could also provide or sell beverages, donuts, chips, etc. at the pumpkin glow. Or, you could just do this at home and make it your Halloween decoration for the trick-or-treaters!
